1. Preheat oven to 350°F (175°C) and line an 8×8-inch baking dish with parchment paper, leaving an overhang.
2. In a large bowl, whisk together oats, flour, brown sugar, baking powder, cinnamon, and salt.
3. Pour melted butter and vanilla into the dry ingredients and stir until a crumbly dough forms.
4. Press two-thirds of the oat mixture firmly into the bottom of the prepared pan.
5. Evenly spread blueberries over the oat base and sprinkle lemon zest if using.
6. Crumble the remaining oat mixture over the blueberries and gently press down.
7. Bake for 30 to 35 minutes until the top is golden and berries are bubbling.
8. Allow bars to cool in the pan for 15 to 20 minutes before lifting out and cutting into nine bars.
9. Serve warm or at room temperature; store in an airtight container for up to 3 days or freeze for longer storage.
