2. In a large bowl, combine the turkey, broccoli, and cooked rice or pasta if using.
3. In a separate bowl, whisk together soup or white sauce, milk, garlic powder, onion powder, salt, and pepper until smooth.
4. Pour the sauce over the turkey mixture and stir to coat evenly.
5. Stir half of the shredded cheese into the mixture, then transfer everything to the prepared casserole dish and spread evenly.
