1. Preheat oven to 350°F (175°C) and line a 9×13-inch pan with parchment paper.
2. In a bowl, whisk flour, 1/4 cup sugar, and salt; cut in cold butter until coarse crumbs form.
3. Press half the crumb mixture into the pan and bake 10–12 minutes until lightly golden; set aside.
4. In a saucepan, melt 2 tbsp butter over medium heat; add apples, lemon juice, sugars, cinnamon, nutmeg, and vanilla, stirring to coat.
5. Sprinkle cornstarch over apples and cook 5–7 minutes until filling thickens; cool slightly.
6. Spread apple filling over the par-baked crust.
7. Crumble remaining flour mixture (and oats if using) over apples, pressing lightly.
8. Bake 35–40 minutes until top is golden and filling bubbles at edges.
9. Cool completely on a wire rack before lifting bars out and slicing.
10. Dust with icing sugar or drizzle with caramel sauce before serving.
