1. Pat beef dry and toss with flour, salt, and pepper
2. Set Instant Pot to sauté, heat oil, and brown beef in batches, then remove
3. Add onion to pot and sauté 2 minutes, stir in garlic and tomato paste for 30 seconds
4. Pour in a splash of broth to deglaze, scraping up browned bits
5. Return beef to pot and add remaining broth, Worcestershire sauce, carrots, potatoes, celery, thyme, rosemary, and bay leaves
6. Lock lid, set to high pressure for 35 minutes
7. Allow natural release for 10 minutes, then quick release remaining pressure
8. Optional: set to sauté and stir in cornstarch slurry until broth thickens
9. Remove bay leaves and adjust seasoning
10. Garnish with fresh parsley and serve hot
