1. Whisk together flour, baking powder, baking soda, salt, cinnamon, and nutmeg in a medium bowl.
2. Beat softened butter, brown sugar, and granulated sugar until light and fluffy, about 2–3 minutes.
3. Add pumpkin puree, egg, and vanilla and mix until combined.
4. Gradually fold the dry ingredients into the wet ingredients until just combined.
5. Scoop dough into 1.5 tablespoon mounds onto a parchment-lined baking sheet, spacing 2 inches apart.
6. Bake at 350°F (175°C) for 10–12 minutes until edges are set and tops spring back lightly.
7. Let cookies cool on the baking sheet for 5 minutes, then transfer to a cooling rack.
8. In a bowl, beat 1/2 cup softened butter until smooth, then gradually add 2 cups powdered sugar, 1 teaspoon cinnamon, 1 teaspoon vanilla, and 2–3 tablespoons milk; beat until creamy.
9. Once cookies are completely cool, spread or pipe the cinnamon frosting on top of each cookie.
