2. Cook sausage in a skillet over medium heat until browned, drain excess fat
3. Add onion and bell pepper to skillet, sauté until softened
4. In a bowl combine thawed hash browns, melted butter, salt, pepper, and half the cheese
5. Spread hash brown mixture evenly in a 9×13-inch baking dish
6. Distribute sausage and vegetable mixture over the hash browns
7. Whisk eggs, milk, garlic powder, and herbs in a bowl
8. Pour egg mixture over casserole and sprinkle remaining cheese on top
9. Cover casserole with foil and refrigerate overnight for make ahead
10. On baking day, bake covered for 30 minutes, remove foil and bake 20 more minutes until golden and set
11. Let rest 10 minutes before slicing and serving
